The most common frame is:

Plain 会 says someone can do something. 学会 focuses on the process reaching a successful result: the person learned it.
Usage boundary
This pattern is best for acquired skills: swimming, driving, cooking, writing characters, using a tool. It does not mean every ability sentence needs a result complement.
