每 means each or every. It usually appears before a measure word, person word, or time word to describe repeated routines or whole groups.
With people or countable nouns, a measure word often follows 每. With time words, common expressions can be compact.
Compare with totality
每 builds the “each/every” phrase. 都 can then say that the predicate applies to all members of that phrase.
Together they make inclusive statements very clear.
