The 了…了 duration pattern often says that a situation has continued for a length of time up to now. The first 了 follows the verb, and the final 了 marks the current relevance.
This is useful for “for two years now” or “for half an hour already” meanings.
What learners often miss
The final 了 does not simply make the sentence past. It helps show that the duration reaches the present or another reference point.
